495: Arbitrary Rule.

In all circumstances is not the individual exposed to arbitrary rule? — even if I went into a desert, would not my real interest be the arbitrary rule of my individuality? Is not each person ruled by his own character? In a perfect democracy, I am swayed by many; in a representative democracy by fewer; under a monarchy, by one arbitrary power.
